CCAP, ACS and the pause

Where the child care voucher queue actually stands

Everybody tells families to apply for a voucher. Very few tell them what happens next. Apply anyway — and know what you are applying into.

  • Reaches to 85% of state median income
  • Voucher issuance paused since May 2025
  • Cash Assistance families are not on that list

Apply for a voucher — and know where the queue currently stands. New York's Child Care Assistance Programme reaches families to 85% of the state median income, and you should apply if there is any chance you qualify. You should also know the position: NYC ACS paused issuing vouchers to income-eligible families not receiving Cash Assistance in May 2025, that pause has held, and the waiting list passed seventeen thousand children in early 2026, growing by around a thousand a month. Families on Cash Assistance still qualify regardless of income and are not on that list. Sending a family away with just apply for a voucher, without that, is a brush-off dressed as advice.

New York's Child Care Assistance Programme is the main route by which a family who cannot afford market-rate childcare gets help with it. The income ceiling is 85% of the state median income, which is around $113,500 a year for a family of four. Eligibility also requires a qualifying reason for care — work, education or training, job search, temporary housing, domestic violence services or treatment — and a child under thirteen.

You should apply if there is any chance you qualify. You should also know the position, because being told to apply and then hearing nothing for a year is its own kind of harm, and it is avoidable by somebody simply saying what is true.

The pause, and who it affects

NYC ACS paused issuing vouchers to income-eligible families who are not receiving Cash Assistance in May 2025, on funding grounds. That pause has held. By early 2026 more than seventeen thousand children were on the waiting list, growing by roughly a thousand a month.

Families receiving Cash Assistance are in a different position: they qualify regardless of income, their costs are covered without a co-payment, and they are not on that waiting list. If that is you, this is a much better conversation than the paragraph above suggests.

Which of those two situations you are in is the single most important thing to establish, and it is establishable in one conversation. It is the first thing Sunita works out with a family rather than the last.

What a voucher covers if you get one

A co-payment based on family size and income, with the balance paid to the provider. Families on Cash Assistance have the full cost covered with no co-payment.

It has to be used at a provider who accepts vouchers and is set up to bill for them, which is a real administrative undertaking rather than a formality. Ask any nursery directly whether they accept them; a vague answer usually means no.

And it is not permanent. Eligibility is reviewed, and a change in income, hours or the qualifying reason for care can end it. Families are frequently caught by the fact that a pay rise can cost more than it pays.

Why we put this on a website rather than saying it on the phone

Because just apply for a voucher is the standard answer in this borough and it functions as a way of ending a difficult conversation. It sounds helpful. It costs the person saying it nothing. And it leaves a family believing that help is a form away when, for most income-eligible applicants right now, it is a place in a queue of seventeen thousand.

A family who plans a return to work around a voucher that does not arrive has made an irreversible decision on bad information. That is a materially worse outcome than being told plainly, at the start, that the odds are currently poor and here is what else exists.

What else exists

3-K and Pre-K for All, if your child is the right age. It is free, it is not means-tested, it is not affected by the voucher pause, and it is the largest single piece of childcare help available to a New York City family. It has its own page on this site for that reason.

Head Start and Early Head Start, which are federally funded, income-based and run on their own eligibility rather than through the voucher queue.

And, less dramatically, changing the shape of what you buy. Two or three fixed days rather than five, a half-day place, or before-and-after-school hours cost substantially less than full-time care, and for some families they are the difference between working and not. We will do that arithmetic with you honestly, including when the answer is that we are not affordable.

In order

How this works in practice

  1. Establish whether you receive Cash Assistance

This is the fork in the road. Cash Assistance families qualify regardless of income and are not on the paused list. Everybody else currently is.

  2. Apply regardless

The queue is bad, not closed, and an application not made cannot succeed. It also puts you in line for changes in funding you will not otherwise hear about.

  3. Ask providers directly whether they accept vouchers

Accepting them is administrative work and not every centre does it. A clear yes or no is a reasonable thing to expect.

  4. Apply for 3-K in parallel if the age fits

It is unaffected by the voucher position and it is free. For a three- or four-year-old it is very often the answer.

  5. Ask us to price a different shape

Fixed part-time days, half days or school-hours cover are substantially cheaper than full-time, and we will do that arithmetic with you plainly.

Questions we are actually asked

Where the child care voucher queue actually stands — frequently asked

Who qualifies for child care assistance in New York?

Broadly, families with household income up to 85% of the state median — around $113,500 for a family of four — with a qualifying reason for care such as work, education, training, job search, temporary housing, domestic violence services or treatment, and a child under thirteen. Families receiving Cash Assistance qualify regardless of income.

Can I get a voucher right now?

If you receive Cash Assistance, that route is open. If you are income-eligible but not on Cash Assistance, NYC ACS paused issuing vouchers to that group in May 2025 and the pause has held, with a waiting list past seventeen thousand children in early 2026. Apply anyway, and plan as though it will not arrive soon.

Do you accept child care vouchers?

This is a demonstration site for a nursery that does not exist, so there is nothing to accept. What we would say to any real enquiry is that it is a fair question to ask every centre on your list directly, and that a vague answer generally means no.

Does a pay rise affect my voucher?

It can. Eligibility is reviewed and is tied to income, family size and the qualifying reason for care. Families are sometimes caught by a rise that pushes them over a threshold and costs more in childcare than it adds in pay, which is worth modelling before accepting one.

Is 3-K affected by the voucher pause?

No. They are entirely separate. 3-K and Pre-K for All are free, universal for eligible ages, and not means-tested, so the voucher position has no bearing on them at all.

Tuesday and Thursday mornings, while the children are here

Come and see the room

A tour here happens during a session, in the room your child would actually be in, at the time of day they would be in it. You meet the person who leads that room rather than only the director, and you see the noise and the mess that are genuinely there. It takes an hour. If your child is three or four we will ask whether you have applied for free 3-K or Pre-K for All before we quote you a rate, because a good many families should not be paying us at all.
